Port resilience and passive defense: Pillars of food security in war

The role of ports in food security is not limited to wartime. Ports are the backbone of the country’s supply chain at all times, from stability to crisis. More than 80% of imports and exports are handled through ports, and items such as grains, oil, livestock inputs, and medicines are imported through this route.

Global experience has shown that even in times of war, countries can reach humanitarian agreements to maintain the flow of food.

A prime example was the Black Sea Grain Agreement between Ukraine, Russia, Turkey, and the United Nations in 2022, which allowed Ukrainian grain to be exported from ports to other countries despite the military conflict.
