1 Million Tons of Imported Sugar; a Critical Link in Iran’s 2.5 Million-Ton Sugar Supply Chain

Ms. Maryam Ghavammanavi, Secretary of the Association of Raw Sugar Refiners

Iran’s sugar market is currently facing less a shortage of supply and more the challenge of building a predictable supply chain from raw sugar imports to production and pricing. The country’s annual sugar demand stands at around 2.5 million tons, with approximately 1.5 million tons supplied through domestic sugar beet and sugarcane production and nearly 1 million tons covered by imported raw sugar.

Delays in import registration, foreign currency allocation and shipment processes can disrupt refinery production plans. Therefore, raw sugar imports should be based on forward planning, considering domestic production capacity, consumption levels and market requirements rather than being managed reactively after shortages emerge.

The sugar industry also emphasizes the need for a transparent pricing mechanism, as production costs are influenced by global raw sugar prices, exchange rates, transportation, insurance, port expenses and working capital requirements. A formula-based and periodic pricing system could improve transparency and provide producers with greater planning capacity.

A sustainable sugar market requires a balanced approach combining stronger domestic production, planned raw sugar imports, sufficient refining capacity and strategic reserves to reduce supply shocks in one of the world’s essential food commodities.
